I cannot prove these 2 photos were taken at 8:25 and 1:20 respectively. Nor can I be sure whether or not the van moved at all during this 5-hour window, but I'm reporting him twice, because however you look at it, it's either a double offence or a super long offence which is easily equivalent to a double.
